What is the PPWR?

The Packaging and Packaging Waste Regulation (PPWR) is the EU's updated packaging law, replacing the 1994 directive. It sets recyclability, minimum recycled content, and reuse targets for all packaging placed on the EU market, with a binding requirement that all packaging be recyclable by 2030. It applies to every company selling packaged goods in the EU — regardless of where the packaging is produced.

How does PPWR affect packaging producers and brands?

PPWR shifts the cost of non-recyclable packaging onto the producer through extended producer responsibility (EPR) fees, and bans certain packaging formats outright. Brands face compliance deadlines, fee differentials, and — for many — a material substitution decision: move from multi-layer plastic to recyclable fibre-based or mono-material packaging. The regulation rewards design for recycling; it penalises complexity.

Are PPWR and EPR the same thing?

No. PPWR is the regulation that sets the targets. EPR (extended producer responsibility) is the fee mechanism that enforces them — producers pay into national EPR schemes based on the recyclability and volume of their packaging. Under PPWR, EPR fees are modulated: recyclable packaging costs less, non-recyclable packaging costs more. The two work together, but they are different instruments.

How do you prove packaging recyclability under PPWR?

PPWR requires packaging to be recyclable according to design for recycling criteria, and verified through a recyclability assessment. In practice this means: the material must be compatible with existing collection and sorting infrastructure; it must pass a recyclability test protocol; and the evidence must be documented. For fibre-based packaging, the barrier coatings, adhesives, and additives are the critical variables — they determine whether the fibre is recoverable in a standard paper mill.

How will PPWR impact startups and scale-ups?

Startups face the same deadlines as multinationals, but with fewer resources to navigate them. The practical impacts are: EPR registration and fee obligations from first sale in the EU; a recyclability requirement that constrains material choices early in product development; and, for some, an opportunity — fibre-based and mono-material packaging that meets PPWR is exactly the space where novel biomaterials compete. The startups that design for PPWR from the start avoid retrofitting later.

What packaging formats does PPWR ban?

PPWR introduces restrictions on specific formats — including certain single-use plastic packaging for fresh produce, very lightweight plastic carrier bags, and packaging with per- and polyfluoroalkyl substances (PFAS) above thresholds.
